Marine Resources Monitoring and Evaluation Manager

Location: Bermuda

Hours: Full-time

Compensation: Competitive compensation will be offered based on experience

 

Are you passionate about Bermuda's ocean? BOPP is looking for someone who has extensive experience in monitoring and evaluation processes, including but not limited to assessing the implementation of marine protection and/or fisheries policies. Experience and understanding of the process(es) necessary to establish a robust monitoring plan is essential.

 

Demonstrated understanding of and experience in monitoring practices and technologies, from design considerations to in-water implementation, is desired. Interested parties should demonstrate familiarity and/or experience with considerations specific to Bermuda habitats, ecology, and related considerations – including policy and management topics – on which the monitoring plan will be based. The successful candidate will be part of the BOPP team, a close-knit group of Bermuda residents who are working to protect and sustainably manage Bermuda’s ocean.

About BOPP

BOPP is a community-driven program to strengthen ocean protection and sustainable economic development in Bermuda. The program stems from a 2019 Memorandum of Understanding (MOU) between the Government of Bermuda, the Waitt Institute, and Bermuda Government and Bermuda Institute of Ocean Sciences (BIOS).
 
The goals of the MOU include developing and implementing:

  • a comprehensive Marine Spatial Plan to sustainably manage Bermuda’s marine waters and fully protect 20%,

  • a Blue Economy strategy to promote economic diversification and growth, social inclusion, and livelihoods while ensuring environmental sustainability, and

  • projects to support improved fisheries management, where appropriate. BOPP builds on Bermuda’s goals and existing initiatives, employing an approach that is science-based, participatory, and inclusive.

This person will be responsible for coordinating the development and implementation of the Marine Resources MSP Monitoring Plan, with particular focus on the associated Marine Protected Area (MPA) network.

 

About the Position

The position is:

  • Based in Bermuda and housed in the Department of Environment and Natural Resources.

  • Citizen of Bermuda, or resident, with existing right to work in Bermuda. 

  • Full-time, 1-year contract position with strong potential for renewal.

  • Eligible for all public holidays.

 

Duties & Tasks

  • Research, review relevant literature, and conduct interviews with experts to guide the development of the Marine Resources MSP Monitoring and Evaluation plan.

  • Develop a Marine Resources Monitoring and Evaluation plan for Bermuda’s Marine Spatial Plan with particular focus on the associated MPA Network. The Plan should include measurable indicators and timelines with target dates for Monitoring and Evaluation project implementation milestones.

  • Liaise with the BOPP Science Committee to ensure a sound and measurable monitoring Plan that prioritizes and draws from Bermuda expertise and resources.

  • Liaise with BOPP Team and Government partners to align marine resource monitoring and evaluation goals with relevant laws, policies, regulations, and marine management.

  • Lead the implementation effort of the Marine Resource MSP Monitoring and Evaluation plan in coordination with the Bermuda government, BOPP Science committee, and other relevant stakeholders.

  • Provide strategic advice on how to best engage the public in marine resource monitoring and evaluation activities through citizen science initiatives.

  • Support public affairs and diplomacy related to the Marine Resources MSP Monitoring and Evaluation Plan, including serving as a key contact with stakeholders, (e.g., fishermen, divers, tourism sector, shipping industry, NGOs), community leaders, the Steering Committee, and the public.

  • Proactively manage relationships with contractors, partners, and stakeholders from government, communities, NGOS, academia, and the private sector to foster collaborative and coordinated work that addresses the priorities of the Marine Resource s MSP Monitoring and Evaluation plan.

Professional Qualifications

  • Extensive experience in monitoring and evaluation processes, including but not limited to assessing the implementation of marine protection and/or fisheries policies.

  • Proven time and project management skills. A Project Management Professional (PMP) is preferred but not required.

  • Reliable and responsive, and comfortable working across time zones

  • Strong research and writing skills.

  • Experience in marine resource management or ocean protection.

  • Experience engaging high-level public officials, stakeholders, and communities in complex public policy and consultation processes will be an added advantage.

  • Demonstrated experience in facilitation, report writing, and editing.

  • Ability to work well independently and as part of a team.
